Frederick was born on February 22, 1839 in Rensselaerville, a son of Asa Palmer and Hannah, a daughter of Daniel and Phoebe Dean Tanner.<ref name="Palmer Families in America"> Palmer Families in America, compiled and arranged by Hon. Horace Palmer, PHB, LLB</ref>

At about 1865 Frederick married Malvina Brezee on June 22, 1863 in Franklinton, NY. and had the following known children:

Frederick died on September 10, 1903 at Albany, NY and was buried at the Rensselaerville Cemetery in Rensselaerville, NY. His wife also died in Albany, NY on June 14, 1919 and is buried beside him.

The remains of Frederick Palmer, a former resident of this place, were brought from Albany and interred in the Rensselaerville cemetery on Saturday last. He is survived by a widow, four sons, and four daughters.
